AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI assistants are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democracy just over a week before the country’s general election.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a report published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query precisely aligns with the stances of these political entities, the report pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their political views, she added.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an election that will be closely watched across the continent for the performance of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the Freedom party, meaning the party that comes second is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
